The item description page of the core plug set in question - 2.25 3MB Petrol is quite clear in that it does not include the S2 welch plugs which are available separately. The majority of the items included in the core plug set cover S2, 2a and 3.

Having tried two sets from other suppliers and found not all their core plugs were correctly sized, I ordered from Turner Engineering and got the right sized parts immediately. I should have ordered from them in the first place. I will next time!
